Kyōiku kanji (教育漢字) means education kanji". They are the 1006 kanji that, according to the directives of the Ministry of Education, Japanese school children must learn for each year of primary school.
This list is developed for childre  but can be a good reference for foreign adults who learn kanjs as these kanjis are obviously very frequent and content for children are influenced by them. Content for Japanese Children is a very good learning medium for foreign adults. While this is true everywhere it is probably even more true in Japanese where quality is very high.
(Kyōiku kanji is a subset of Jōyō kanji.)
